Are all housing ociation homes on an estate? (London)?

I'm going to probably be getting a council exchange to london, but as i have a five year old and 7 month old i am wary about living on an estate because of all the groups of rudeboys running around and causing trouble. I don't want my kids growing up around that. Are there housing ociation or council homes not on estates? Thanks.
