Of 450m people in the EU why did only 28 ( the political leaders) get to vote for the EU president?

This, alongwith many other issues eg the European Arrest Warrant lead me to believe that the EU is a dictatorship. Therefore it is important that people like Daniel Hannan and others with first hand experience should tell us the truth and the electorate should be given a vote on our continued membership. But Mr Cameron does not have the the moral courage and he knows he would lose! Richard Jones.
