Why is he acting like this?

Sounds like he's interested in more then just being known as fwb and may think of you as a gf to him. He's probably worried you don't want more or worried on losing what he has now if you started a real relationship and it failed. Keep in mind many guys can't just have a fwb relationship without eventually developing more feelings unless he's with someone else as his permanent also.
