Will recession/depression result in mive reductions in human-caused CO2 emissions?

For all our hasty and expensive efforts to reduce 'greenhouse gases', are they but a mere drop in the ocean, in effectiveness, as compared to the resulting drop in industrial and domestic gas emissions caused by a monetary recession/depression?
